Steve was a Minister of Transport from 1992-1996 with special responsibility for London, for local roads and road safety. Serving three Secretaries of State he was the main driver of the Jubilee Line Extension from Green Park to Stratford against fierce Treasury opposition. He also introduced the first Crossrail bill to Parliament and promoted the first National Cycling Strategy. He was the only minister who saw the Railways Act through from start to finish. Since leaving Parliament Steve has held positions in more modes of transport than any former Minister.

Steve is a former board member of Transport for London, Chairman of Evtec Automotive Ltd, a former Remploy Tier 1 supplier to Jaguar Land Rover and an advisor to Cubic Corporation Inc the developers of the London Oyster Card and similar transit payment systems across the English speaking world. He is a Commissioner of the Independent Transport Commission and a former Director General of the Road Haulage Association.
