Steve Norris

Steve graduated with an MA (Hons) in Jurisprudence from Oxford University where he was President of the Law Society and earned a Harmsworth Exhibition at the Middle Temple. He worked in private industry before serving on Berkshire County Council from 1977-85 and as Deputy Leader from 1983-85. He was elected as Conservative MP for Oxford East in 1983 and having lost in 1987 was elected for Epping Forest where he stayed from 1988-1997. During his Parliamentary career he served as Parliamentary Private Secretary in the Departments of Environment, Trade and Industry and the Home Office before being appointed Minister of Transport in 1992 where he served until he retired from Parliament in 1997. He was his party’s candidate for Mayor of London in 2000 and 2004 and is a former Vice Chairman of the Party. Steve is an Eminent Fellow of the Royal Institution of Chartered Surveyors and was recently awarded an Honorary Doctorate of Laws by the University of East London.

Steve’s appointment as Minister for Transport with a special responsibility for London combined with his time in the Home Office sparked the great passions which have characterised his life thereafter, namely a love of London as his adopted city, an obsession with the need for more and better quality infrastructure and the value of quality in the built environment.

Steve is a Vice-President of the Royal National Institute for the Deaf now branded as Action for Hearing Loss, a Patron of The Urology Foundation and Chairman of the Surrey Canal Sports Foundation.

The Team

Alex Baird

Alex Baird has worked with Steve since 2001 and is a Director of Steve Norris Ltd. She runs the business and she’s brilliant at it as all our clients know. Alex is no ordinary business manager. She spent her early working life in the music business working for a legendary concert promoter and then for many years for the manager of a successful touring and recording band – and she has got a gold disc to prove it!

After taking a break to have her children she returned to work for Eastman Kodak in their European, African and Middle Eastern HQ in London leaving when they relocated the office to Geneva in 2000.

Her attention to detail is legendary and her contribution to the success of the company is enormous.

Craig Calder

Craig Calder co-founded Sanctuary Investments Ltd with Steve Norris. He has spent almost all his working life in the property industry. He moved from his native South Africa to the UK in 1994 working first in the Kuwait Investment Office and then in the financial services sector for several years in management roles with Citigroup. During that time he was part of a team which successfully obtained full planning consent for a 7000 acre lifestyle estate incorporating 600 homes, a hotel, 18-hole golf course and an equestrian centre. As Development Director for Obsidian Strategic Development and Regeneration he successfully delivered a major high end residential scheme in Wimbledon and worked on a portfolio of projects including a £300m scheme to transform Forest Gate in Newham.

He has advised on a number of significant regeneration projects in London where his particular strength is in unlocking significant opportunities for investors through extensive negotiation with local stakeholders and statutory bodies and in assembling first class teams to deliver projects from the outline planning phase through to construction and sale. He has an excellent understanding of the London and Home Counties property market and is in great demand from developers and investors alike.

Hannah David

Housing and planning issues have been at the heart of Hannah’s career for two decades. Hannah’s experience straddles both the public and private sectors. As a former local Councillor, Cabinet Member for Housing and Planning and Chair of a Local Borough Planning Committee Hannah understands the challenges faced by Local Authorities in developing planning policies that work for the community. As a former Property Solicitor, she also has key insights into the housing market from a commercial perspective.

Hannah has an MSc in Spatial Planning from the Bartlett School of Planning at UCL. In 2015, Hannah became a founding director of Planning Futures which addresses planning from the standpoint of professionals and legislators alike. She is passionate about improving the planning system and promoting planning as means of delivering positive social change. She works on complex planning projects with Steve and Craig.
